Huang Mao pointed out at the meeting that the Third Plenary Session of the 20th Central Committee of the Communist Party of China made strategic arrangements to promote the development of the digital economy, improve the ability of data security governance and supervision, and promote the construction of a green, low-carbon and circular economic system. As a national big data comprehensive pilot zone and a pioneer in the development of the digital economy, Guizhou has a concentration of data resources, rich application scenarios, and leading industrial development, providing fertile soil for the high-quality development of the digital economy. At the same time, Guizhou, as a national ecological civilization pilot zone, adheres to green, low-carbon and high-quality development as a fundamental policy to solve environmental problems, and has achieved good results. IT asset disposal and data security management not only involve the development of the digital economy, but also involve the development of a green, low-carbon and circular economy.

Wu Yanqi, the author of the proposal, a member of the Guizhou Provincial Branch of the China Democratic National Construction Association, and the chairman of ITRec Circulation, introduced the relevant background and main content of the proposal in combination with the actual work at the meeting. The survey found that the current IT asset disposal management is still facing the challenges of data information security and environmental protection, and it is urgent to establish and improve relevant management systems to ensure data security and promote the development of a green circular economy. To this end, some suggestions are put forward, such as establishing an IT asset management system, improving the awareness of data and information security, establishing a green circular economy demonstration project, strengthening policy support and incentive measures, and strengthening cross-departmental cooperation. Meng Haoqi, the main member of the research group and deputy director of the Finance and Finance Committee of the Provincial Committee of the China Democratic National Construction Association, introduced the research on the content of the proposal. Experts in the fields of big data, environmental protection, scientific and technological security, economics, finance, and law among the members of the Democratic National Construction Association who participated in the meeting, as well as key members participating in politics, had a heated discussion on the theme of the topic, and put forward opinions and suggestions from the aspects of system construction, risk management and control, legal basis, establishment of industry standards for IT asset disposal, establishment of departmental joint mechanism, and how to strengthen the feasibility and operability of proposals and suggestions.
